FY 2016 Consolidated Appropriations Act: Public Law No: 114-113

 

On December 16, 2015, the Senate passed by a vote of 65 to 33, and the House passed by a vote of 316 to 113 a Fiscal Year (FY) 2016 omnibus. The President later signed the bill into law. The $1.1 trillion spending package will fund the federal government through the end of the fiscal year (September 30, 2016). In this Omnibus, the Nursing Workforce Development programs (Title VIII of the Public Health Service Act) would receive a total of $229.472 million (a difference of $2.15 million over FY 2015). Additionally, the National Institutes of Health would receive an increase of approximately $2 billion over FY 2015, and within this, the National Institute of Nursing Research would receive $146.485 million (increase of $5.5 million over FY 2015).

Full Senate Appropriations Committee Passes
FY 2016 LHHS-ED Bill

 

On June 25, 2015, the Full Senate Appropriations Committee  passed their Fiscal Year (FY) 2016 Labor, Health and Human Services, and Education (LHHS-ED) bill. The spending package recommends a level of $220.632 million for the Nursing Workforce Development programs (Title VIII, Public Health Service Act). For the National Institutes of Health (NIH), the bill recommends a total of $32 billion, an increase of $2 billion over FY 2015. Within the total NIH budget, the National Institute of Nursing Research (NINR) would receive $147.508

House LHHS-ED Appropriations Subcommitte
Releases FY 2016 Report

 

On June 23, 2015, the House Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) Subcommittee on Appropriations released their Fiscal Year (FY) 2016 Report.The subcommittee recommends a total of $231.622 million for the Title VIII Nursing Workforce Development programs (level funding compared to FY 2015). For the National Institute of Nursing Research, the subcommittee recommends $142.701 million for the National Institute of Nursing Research (an increase of 1.24% over FY 2015).

Releases FY 2016 Report


Also on June 23, 2015,The Senate LHHS-ED Appropriations Subcommittee marked up and approved their FY 2016 bill. The bill includes a total of $153.2 billion ($3.6 billion below FY 2015) for the Departments of Labor, Health and Humans Services, Education, and other related agencies. Highlighted in a press release from the subcommittee is a recommended level of $32 billion for the National Institutes of Health ($2 billion increase over FY 2015).

NC Submits FY 2016 Request to Senate

 

On April 3, 2015, the NC submitted a letter to the House Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) Appropriations Subcommittee requesting $244 million for the Nursing Workforce Development programs (Title VIII of the Public Health Service Act) and $150 million for the National Institute of Nursing Research in Fiscal Year (FY) 2016.

On March 19, 2015, the NC submitted a letter to the House Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) Appropriations Subcommittee requesting $244 million for the Nursing Workforce Development programs (Title VIII of the Public Health Service Act) and $150 million for the National Institute of Nursing Research in Fiscal Year (FY) 2016.
